Restrictions for the "open class" (i.e. like the WRC car in the video) are, among other things, a 2" turbo inlet restricter and a 2L engine.
As for the brakes, for tarmac rallies they use ceramic brakes, very large rotors (I think they use 18" rims for tarmac, but for some they might even be 19's). Basically just "standard" track brakes. For gravel they use 12" rotors with 4 pot brakes under 15" wheels, pretty much the same setup I have on my car, actually, but with ceramic rotors.
