bumpers distribute impact into the frame rails, and above 5 mph, tie the frame rails together. In a head on crash without them, the frame rails can split open on some cars. This actually helps absorb the impact better, so it would in theory save you some whiplash effects. The biggest safety feature that would affect you in an accident are the ones that are equipped on your vehicle. If their car crumples more than yours, thats all the better for you.
