Correct...It's reccommended whenever you do headwork I.E. install new valves, replace valves, do valve seats, camshafts etc.;the factory says you must shim the valves to ensure that they are at the same height so that the rocker arm sits flat relative to the cam lobes.
If this is omitted, the camshaft won't contact the rocker arm squarely, which can cause vibration and/or valve train wear due to the extra "slop".
The shims come from the factory in 50 different sizes, so obviously they wanted this to be a precise measurement, and why it takes precise tools.
