just went to acurrate turbo diesel today, if the fins are scraped, get a new turbo all together. that means the bearings are shot the shaft is most likely bent, and the CHRA is worn too. when you get your next turbo, get an overlapping oil controll ring for the turbine, it controlls oil 10x better than any stock ring and its only 14.50$ good luck with the warranty stuff.
