It depends on the state, but some times you can have a sheriff come out and watch you swap VIN's on the dashes, he'll sign a paper and you're done.
Damn, I wish I had known that earlier. It would have saved me hours of explaining to the police as to why my VIN's didn't match. Strangely enough though my original dash, block, and rain tray vins didn't match.
