Seems reasonable to be the cable. Like I said, the cables are shipped dry, and must be lubricated. Sometimes the lube doesn't make it down the whole cable, thus your problem. If you put some action on it (dont even need to drive it, just keep working the pedal), it may work itself out. Or if your cable has the grease fitting on it, squirt away
