Back on topic, yes it does take a little to spool, my CA spools in the same area, nothing to get worried about all turbo cars take time to spool, check to see if your Diverter Valve (BOV) is hooked up to the proper lines, this valve is intended to put the excess pressure released when shifting back into the intake side, this might make your car feel A LITTLE better, probably not a big difference though, the only other thing that can help spool faster is either some how gain a little displacement (stoker/bore or track down a CA20 block, ive heard those work) wastegate only controls what PSI you stop building pressure at, and the blow off valve (which on a stock CA is actually a Diverter Valve, meant to recirculate the excess boost) just releases excess pressure to protect your turbo from turbo surge, so neither will change the characteristics of spooling. if you have money, a new exhuast manifold might help too, higher exhaust flow can spool the turbo faster, hope this helps
