OK. If you toss trash out on the road, it's not a naturally occurring event, and they call it "littering".
Sooooo, if your motor blows and spews fluids NORMALLY, is that a legal defense to avoid a "littering" charge?
As in: "But officer, you should not write me this littering ticket, since the roadside is covered with the innards of (insert brand here) cars just like mine....."

Really people, think about it. These 'exhaust' tickets midas well be called ricer tickets. Think of it as a Pigouvian tax for owning a muffler which emits a suond that pisses everyone off.
