White smoke comming from your oil cap sounds like rings or valve seals, The charging issue and belt noise looks/sounds to be a loose alt belt. You could of damaged the motor when the belt got jammed up by jumping timing so bad you may of bent a few valves.. My 1st question is can you do a compression test?? that will tell you alot, wether its bad or worse. the smoke comming from your cap is called blowbye and if its that bad then you really need to do a compression test and then we can go from there. hope this helps.
