So the ball and spring type controller sounds like it will do what you want. The ball will not come off the seat (thus allowing boost to the wastegate/ECU), until the preset level is reached (21 psi in your case). This will greatly increase midrange punch because boost will build much quicker. I really think what you are looking for could be fixed with the Gillis Valve.
