Personally I would simply contact a property contract lawyer and have them write a letter of request to the association asking for the person(s) contact information of who has been filing the complaints. Then I would have the lawyer type up a nice letter to both the association and the persons involved in the complaints to remind them that harrasment is a valid charge and can carry jailtime.
If they don't back down, I know some much better, less legal ways to make their life hell... just ask... 
Hell yeah, I am serious. I will await an official response. If it is satisfactory, I shall be quiet.
If I am fed any bullshit, or I find out 'someone made a complaint' for sure, I will 100% have a nice letter sent to all parties involved. Believe me, I love giving my $ to lawyers. Esp when I know I am not in the wrong.

Sounds like a lady in me neighborhood. Shes called my house twice complaing im racing and speeding. There house is right at the exit for the Village. Hmm..sounds similar. On several ocasions I have entered doing wayyyy less than 25 MPH with her giving me thumbs down, and yelling somethig, which I ignored, until one day...
Her kids were running in and out the driveway onto the road....from the minute I came in the gate, I sat on the horn....
she was in the garage, came running out, yelling and screaming,middle finger fully extended so I stopped.
She yelled you need to slow down blah blah blah....I said....Did you have your radar calibrated recently bitch?
So she starts yakking again, and I said I havent even hit 20MPH, but I'll be happy to run them over next time since you dont seem to care.
