you're partially right. a cop could enter your house without permission to stop you from hitting your wife. they have a right to enter private property and protect the public. now endangering people in a parking lot could be left to the cop's discretion, however i'd agree that in a private area like an industrial park, the cops would not be able to bust someone for streetracing. they could charge them with public endangerment, trespassing (if the owner pressed charges), and many communities have "menace" laws as catch-alls that wouldn't actually hold up with a decent lawyer.
i think the problem here is that a good lawyer would beat a "street racing" ticket if the race occured on private property. but an idiot who went into court without representation would get laughed at by the judge, because what are they going to do without a lawyer and proper knowledge of the laws and ability to reference those laws? as for burnouts in parking lots, if the cops were smart, they'd arrest those people for disturbing the peace and public endangerment (or whatever similar laws they have in the particular jurisdiction). a decent lawyer could probably get you off (i.e. consenting parties around the burnout, etc.), but a layman on his own would get busted.
