I don't think they should consider the intercoolers as a power adder. If that were the case, they should also consider running alcohol as a fuel as a power adder.
As far as whether the turbo's would dominate without the intercoolers, tough to say. Those guys are on the ragged edge even with inlet temps below ambient. Without an intercooler, charge temps would be far above ambient (maybe even 300 degrees). To run those inlet temps, you'd have to add a bunch of extra fuel to it and pull quite a bit of timing. I doubt under those circumstances they could dominate, but they may be able to compete.
