Best thing to do is check the car out, if you don't know what to look for, bring someone that does. Cars can be fixed properly to where you would never have a problem, or they can be rigged up and thrown together to make a fast buck, I've seen both. A friend of mine bought a 2000 Mustang GT with 3000 miles on it in 2000 for $12,000 with a rebuilt title. There was supposed to be flood damage. We couldn't find anything wrong with the car, not even rust on the seat frames. Sometimes they are insurance scams, and I've also heard of insurance companies totalling every car in a row of cars at a dealership because one of them was full of water and the dealer claims every one at that end was flooded. Bottom line to my ranting is check it out, you might get lucky, just remember when you go to sell it or trade it you won't get market value because it has a rebuilt title, so make sure you get it cheap enough now.
