You cant change the spring rate of a spring you have to buy an all new spring with a specific spring rate.
You keep using the word cheap and its not a good frame of mind. Dont go buying the cheapest set you can find save up and buy what you want so a few months down the road you arent wishing you bought another spring set and waste your money doing so. For your purposes you couldnt go wrong with a set of generic rated GC coilovers or Skunk2 coilovers. You can pick them up for around $250 or more depending on where you look. Just do it right the first time.
