im sorry to be the pessimist here, but with what little you know about setups, this is what i have gathered from your questions, you would need somewhere around $10,000 just to build this motor to make 400WHP... and i say that much due to the fact that you would have to pay someone else to do every little thing on it... i say either hit the lotto or try to read some more, learn as much as possible and try to make more attainable goals for yourself...
