hey 600 is just too much for a turbo like that, its clearly seen better days, look at the wastegate opening its chipped and so is the turbine nut.
that and most people are finding that "ebay turbos" are mostly made at the same factories as big name turbos.
400-500 would be better price.
i'll be taking my car to your dyno for sure soon!

I dont know what ebay turbos you've had experience with... but ive seen them fail again again and again !
Build it right the first time and buy a reputable brand like BORG WARNER, GARRETT, BULLSEYE, PRECISION etc and never have to worry about blowing seals
