negative sir, the way to unlock power out of the exhaust is to port match it with the intake. you want your intake runners and your exhaust runners to flow at the same rate. so your not pulling too much air out of the cylinder that the intake is putting in and that you do get ALL of the exhaust gas out. you don't want to leave excess hot gas in the cylinder and you don't want to suck your fuel mixture out with it.
This makes absolutely no sense. you always want as little back pressure as possible. There is no reason to keep exhaust gasses in the engine. EGR keep exhaust gas in the engine and hurts performance. The way to "unlock power out of the exhaust" is to get a good header and have as little back pressure as possible while still directing exhaust flow away from the engine. You can't "pull too much air out of the cylinder". I'm not sure how you would port-match the exhaust to the intake anyway, they don't share gaskets.
