register on photography-on-the.net/forums
check out their for sale, its all the way at the bottom,
they have used Canon 30D/40D for under 600 with about 6-10k actuation's
as for lens though, pick up a fast prime like a 50mm f1.8, it only 90-100 bucks used
and a fantastic lens to work with in low light conditions.

one big factor for me was going to a camera store and just messing with the canon and nikon.
get a feel for which brand you like first before buying
i was thinking of buying a canon but messed around with one and felt the nikon would be better
