Are you looking into just getting some snapshots or photography?
I have a Canon Rebel XSi, it's a DSLR. ($750bux +/- on eBay)

Well the XSi is a DSLR. Which means it has tons of settings you can adjust and it has a much larger sensor so quality is superb. I would only get something like this if your looking to get serious about photography. Look on my website in my sig, all the photos on their were taken with my XSi.
The S3IS is called a Point & Shoot, which is what most people buy. They have a fixed lens, all you do is turn it on and take the photo. It's the kind of camera you see everyone taking myspace mirror photos with. lol. My S3IS could have been labeled as an advanced Point & Shoot because it had most settings that you could adjust like a DSLR but the quality wasn't near as good.
It all boils down to if your looking to get serious about photos and how much dough you want to put out. I paid $250 for my S3IS probably 1 1/2 - 2yrs ago. My XSi I got in June I believe of 2008 and paid over $1,000 for it and stuff like tripod, memory card, etc...
