thats what happens when the pics take longer, its also called lens flare. its FTL.

one of my BIGGEST pet peeves is when people leave lights on at night and take pics with the lights on. it make sit look horrible. like what are you trying to show?

It somewhat looks like he was using something to increase the flare...whatever the filter is called...

You can get a star filter to get a similar effect, but this looks to be the result of a long exposure.

nice rides and nice pics. Personally I like how it looks when you over expose a picture at night with the star effect though the flares that are off the light (dots or streaks) can be an issue. For me just moving out of the direct focus of the light fixes that but i'm sure the actual photoguys have other ways I have also resorted to editing out the random flares
