would i have to sand the car can primer it first? or just sand it to the mettle and then do this

you just have to clean it well. no sanding/primer. this stuff can peel right off and you can have oem paint again. but its durable. a lot of guys use it on rims ect. its pretty bad ass stuff. just take your time and follow directions

Look up dipngo on Facebook, they are pretty reasonable and have lots of practice
