Can chrome wheel be painted in different color?

Exclamation Can chrome wheel be painted in different color?

i have a set of chrome wheels but they have serious rash and oxidation.and i am thinking of sanding the chrome part off.prime them and paint them with sliver color.just wondering if i can use sand paper or i have to use electric/air rotary sander?

yeah my poni wheels are peeling from the oxidation under the copper under the chrome, i tried an airpowered rotory tool with a wirebrush bit and it only took off some of the lose chrome. whats the easiest way to take that crap off. and to the above dude how much for black powdercoating and a polished lip? pm me asap!!!
