Default best solution...

I Have a few rust spots on my car, I was thinking about buying a welder and teaching myself to spot weld the use body filler to level it all. But my brother just told me to "cold patch" it. The way he explained it I got lost. What exactly is done? I know a piece of metal is placed under the hole and held in place...My brother said use Fiber glass, could I use a ring of JB weld around the outside edges? If not what is the best way to do a "cold patch". I am really new to auto body.

thanks for the help.
