Default dash lights/running lights stay on.....HELP

dash lights/running lights stay on at all times even when key is off and out of ignition. I've traced wires and didnt find a short, disconnected the ignition cylinder. plug and played with fuses and relays cannot find out the problem. Anyone give me any pointers would be greatly appreciated. THanks

Did you disconnect the battery? Don't know if it will help, but worth a try.

yes and as soon as I reconnect it, lights turn back on

tracked down all wires, no wires seem to be cut or grounding out all the way from tail lights to fuse box by driver side kicker panel. I've tried a new TCU, illunimation dimmer, and the light toggle switch thing. Nothing has fixed it. Checked all connections on lower harness, even replaced the lower harness. Still NOTHING. harness has already been tucked in fenders on both sides and have nothing worn down on them to be causing a ground. Only two ways to turn off the lights on said gauges, a/c controls running lights and tail lights are to disconnect the alternator fuse or battery. I REALLY NEED HELP THIS IS A PAIN IN THE ASSSS!!!! thanks again
