Default brake question

So I picked up my new coupe and everything seems fine except one thing. When driving the shit feels sluggish....abnormally sluggish....and when I park it my back brakes are super hot. So ya basically they are dragging but the car has brand new brakes and shit on it( have the receipts).

Anyone have any bright ideas?

Loosen the e-brake adjuster a few turns.

if it is just the rear brakes, then ^ that
if it is the front ones too, then it is the master cylinder going/gone bad.
