They really do not care about safety, it is all about marketing and the economy. If you could just bring over skylines for 10-15k and any other cool japanese car it would really hurt the american car market(more than it already is). No one would even pay attention to mustangs, corvettes, and the other high end cars if they knew legally they could bring over a way better quality of a car for tens of thousands less.
