Default headlight issue

Mike and I been trying to figure out why my head lights won't go down.

This is what we've done so far,
tested the ground; its good
Put the light down manually then tried to bring them up, didn't work
The wire for the sleepy eye I believe is cut but Mike wasn't sure if that was the right wire or not, under the dash is a bunch of wires that needs to be cleaned up because everything has electrical tape on it.

What should we try next?

Plug in the wire that is for "sleepy eyes" and see if that helps.. If something is cut, plug them all back together.

If brown wire is cut your doing it right..any other wire; wrong.

Have you guys tried putting them down manually, then pressing the headlight up button or turning on the headlights on to see if they go up? If they don't turn on when the lights turn on try flashing the high beams..

I've done that already, that be the first thing we tried. But now thinking about it I think the brown wire was cut.

^ i swapped in another relay, that didn't fix it, put the wire that is cut back, didn't fix it, tried replacing the plug, that didn't work, and tried putting them down manually then putting them back up, that didn't work, and yes, I've tried the headlight button... wow haha. Those are the first things i tried, i haven't messed with it lately though... I'll work on it some more this weekend

this is kinda shot in the dark but somtime's this can be the issue, try replacing the colum switch somtimes the contacts get worn down and wont complete the circut it happens for the high beam's more offten but if you have checked everything eles its a good place to start also have you tryed working the headlight's with a direct 12v and bypass the system?
