Default ka-t turbo question.

I've got a s14 ka with 85k miles on it. I was wondering if this turbo would be decent for a topmount setup using the jgs tools log manifold. It is a t3 flanged t28 off of an RB25. I have heard mixed reviews about this turbo, and I was wondering if it was worth purchasing. Junk or not? These are the specs according to the seller:

1)Yes, internally gated, and no it does not come with the wastegate actuator, as it didn't come with one when I bought it brand new. I would weld the wastegate flap shut and run an external gate
2)I had the exact turbo topmounted on my KA-T setup for two years, it was insane.
3)It has water jackets in the center housing, but it does not require them, as it is oil and water cooled both. I ran mine for two years ONLY oil cooled, no problems.
4)Yes, it is dual ball bearing.
5)zero shaft play. the tiny tiny bit it does have is the give in the bearings, which is the nature of all ball bearing turbo's. This turbo is perfect, it only has 1500 miles on it at most.

I'm trying to piece together a ka-t kit and I'm aiming for around 230-250whp. My questions are:
1. Do you think this turbo would do the trick, reliably?
2. What is it worth?

Here is a picture of it:

It should do fine to make the power you want reliably.

I do not know the going rate for used T28's. Back in the day I would sell larger used turbos for around $350-400. I imagine it should be somewhere around $250-350.

Isn't a T3 flange a little strange for a T28? Or is this normal?

^ Thanks for the input man, The guy says it's a stock rb25 t28 and is t3 flanged. The only bad thing I've heard about these turbos is the ceramic wheels take a crap under high boost. I don't think I'd push this thing past 8 psi anyways though.

I've been doing alot of research/reading about boosting the ka. Here is the list of parts that I was planning on purchasing. I really want to do this right the first time, so I don't end up blowing up my motor.

Motor specs, stock everything 85k miles.

Parts List:
TURBO: ???
JGS KA24DE Turbo Kit Starter Package:
KA24DE turbo manifold (top mount log manifold)
JGS400 Wastegate
KA24(D)E downpipe and wg pipe set
JGS KA24E oil feed & return line kit
EGR plug
Greddy type RS Bov
Megan racing SR downpipe
CX racing SR20 intercooler kit. (ebay)
Deatchwerks 550cc injectors
Z32 Maf
Walbro 255 lph fuel pump
300zx fuel filter
Koyo Aluminum radiator
Flex a lite electric fans
Nismo rubber motor/tranny mounts
Stock Flywheel
Spec Stage 2 Clutch
Enthalpy rom tune
Boost Gauge, Oil Pressure Gauge, Wideband O2 sensor

I have no idea what size turbo to use with this setup. I want a turbo that will give me the 250whp that I'm looking for, without endangering my motor. If there are any weak points in this setup please feel free to chime in. What brand turbo's are reliable? What size should I look for? (I know it has to be t3 flanged)
