Check your battery cables. Also, it might be a dead cell in the battery itself. I've had a battery that registered full voltage but was worthless under load. If it runs well with a jump, that might be an indicator.

I had a similar issue on my Mitsu where some of my power accessories were not working, popped the hood and found the positive battery cable "loose" around the post. The previous guy doing work on my car, forgot to tighten it down.
I read through your posts though and see that you've checked that though. Have you actually pulled the battery cables and wires leading up to the fuse box, to see if there is a break or bad ground? That sounds like it could be the cause for those blown fuses.

I've been going to town with a DMM like you wouldn't believe.
The best I can tell is that when I turn my key to on, my EGI relay starts buzzing until it pops the ignition switch fuse...unless I jump it with a wire (fuses are $3 each) in which case it gets so hot shit starts melting and would probably start a small fire lol. When I turn my key to on, the load side of the ignition switch fuseable link grounds. Can't find where/ why. I've been through the entire lower engine harness and traced all the wires back to the harness where it goes into the fender.

With the battery and alternator completely disconnected, the line side of the ignition switch link goes to ground...so it can't be the battery or alt., right?
