Nooo. It consist of a base and hardener that is mixed before it's applied. It's used to paint car bodies. They are far more protective than those cheap spray cans.
If you have or can get your hands on spray guns, go out and buy some clearcoat, and paint the wheels.
A month ago, I clearcoated my wheels, and they look great. I'll post a pic of it later.

 

wash it good..sand it down..primer it..paint..clearcoat..
use gloss..i did..great result!
i taped the lip so it stayed the original color..good luck..this should take up most of the day

 

it took me about three hours. i used the dupli color spray paint at walmart. that shit worked. the gloss black on my rims is better than the gloss black on the car. any one thinking about doing it do it. u will like the result

 

It's new paint, what do you expect? Of course it will be smoother than your car's surface. I used that paint before, it does a good job.
