HKS Actuator (for sr20det) questions...
What exactly is the purpose of the HKS Turbo Actuator? and how hard is it to install? Should I do any other mods at the same time (already have walbro fuel pump)?

The purpose of the actuator is to allow you to hold boost alot better than the stock actuator. It usually is set at 11psi(I believe)out of the packet but can be adjusted via screw to increase boost. Doesnt do too much on the stock t25 from what I've heard due to the characteristics that turbo but will do wonders on any aftermarket turbo. You might see a little bit better hold on boost on the t25 but Im not sure.

I don't think I even get 11 psi....probably more like 8-9psi. What is the stock psi supposed to be on a BlackTop Sr20det?

stock boost on all versions of the RWD sr20 was 7psi.
With most boost controllers, you can run 14 psi (anything more and the t25 starts to blow hot air), but in the higher RPMs, the boost will sometimes fall off to 11 or 12psi, due to the stock wastegate (and sometimes will vary less or worse pending on how good your boost controller is).
Ralph was right about the HKS actuator. for $80 to $100, its not a bad investment, because it allows you to get the most out of your T25, but at 12-14psi your about at the t25's limits (though i have heard you can go 15-16psi with injector/mafs upgrade).
BTW, installation is like 2 bolts, and then the little C clip that holds the actuator arm to the wastegate flapper swivel arm.
charles, i think my brother still has "other" charles' stock actuator that he modified (it has an adj. arm). my brother wanted to sell it for real cheap like $20 or something...i think its set to 11 or 12psi, so if you wanted to try that perhaps.

stock boost on s14s were like 9-10psi ish
stock boost on s15 was like 12psi
thats why they have boost solenoids from the factory
