so i put on a new clamp on the hose today... topped off the empty fluid reservoir... and it's still making this awful groaning noise everytime i turn the wheel... while it works... it's all loud and shit... and the pump is blowing bubbles into the reservoir (is that normal? i've never had power steering before )

getting to my actual question: is the pump bad? should i just light fire to the car and start over?

 

sounds like a bad pump to me.
did you bleed the air out of the lines after taking the hose off?
