How can I maintain boost?

As most of you know, my turbo drops from 20psi to 16psi, right around 4000rpm.
I need to know how to fix this, hopefully an inexpensive route, because Im doing a restoration on the Z, and I don't want to upgrade the turbo until that's complete.
I made 266whp @ ~5000rpm with the boost @ 16psi, If I could hold boost up until then, It'd be nearly 300whp :o I'd like to have that extra power.

the stockish turbo will choke out and just be unable to flow 20psi up top, combined by the large amounts of back pressure both contribute to boost falling off
a weak wastegate will only make ht problem worse

Stock turbo, stock actuator (cut down for 10psi stock boost).
I agree with you matt, but with a 3" exhaust, and 2.5" O2 housing, I was hoping to be able to maintain the boost uptop, the pressure in teh exahust manifold can't be too much because it would cause boost creep wouldn't it?
The only thing I can think of is the turbo unable to hold uptop with the engine. Although according to the turbo map (last time I checked was a while ago) The turbo should be able to make 28lbs/min and still be pretty efficient (70%?).
