Angry Compression on KA's!

My car isn't running, and i hooked up a compression gauge to see if thats my problem. The gauge only read 60 lbs/psi and 400 kPa.
I know the 240 compression should be
Compression Pressure kPa (kg/cm2, psi) / RPM
Standard = 1,236 (12.6, 179) / 300
Minimum = 1,040 (10.6, 151) / 300
SO...obviously im low...is that because i cannot get the engine warmed up. or would that not matter? is compression my problem to not starting? HELP!

the compression should be at 175 at a cold crank. you either have a blown head gasket or siezed piston compression rings. the cheapest way to go is trying to re-seat the rings. you can do that with out taking anything apart.
