Eibach Sportlines aren't too bad. They lower about 2" but the ride is too soft for me. $200
Suspension Techniques makes a nice spring set. It lowers the car around 1.75" and from what I hear gives the best ride out of all the springs. $215
If you can find RSR Race springs (not sure if they make them for the 200sx) they have the highest spring rates you can find. I think they lower about 1.75". $215
They will all ride on stock shocks, but I recommend you get shocks that will match the spring rate for whatever set you go with.
Personally I would hold off and get a nice coilover set, so you can adjust the height and "stiffness", but I understand your on a budget.
Hopefully that helped and like josht34237 said, check ebay, you can usually find some good buys

Yeah, 200sx doesn't have ANY suspension travel. I think the rear will actually hit the bump stops with 1.5 inches of drop. My brother went crazy with some ebay coilovers and took out his bumpstops. It was wheel tucked in the rear and it rode horribly. I mean hitting your head on the roof, horribly. If you want a real lowering setup, you'll have to drop real money. Motivational makes custom mounts and shortened body shocks, but they run $235 a piece. Tein also started making coilovers for B14. They should run $800 a set for the BASIC setup. TEIN is probably your best bet for good ride and low height.
-edit-
WOW, the TEIN basics will do from -2.1" to -3.6" front and from -0.9" to -2.9 rear! A 6k front and 5k rear spring rate should be plenty streetable. That's about twice as firm as stock!

china was here
I have used the Eibach sportlines. I had them for about 5 years. Very stiff and unforgiving on RR tracks. Most kits do not level the car either. The back is always squating.

Tein S-tech springs (not coilovers) are cheap and are probably the best bet for what you want to do. nice aggressive looking stance to car with TEIN springs installed.
$165.. can't beat it
