it is minus the exaust housing it has 108***mi on it and could use a rebuild but for 40 bux it is worth it you can use it a a core take it to cmr for 200 bux he will make it a t28 and the use the t25 exaust housing you got and bamm you got a turbo that is worth like 600 bux.
