Injector question

Default Injector question

I am putting stock injectors in at the moment on my project. Why do they feel loose. I have the insulators on the bottom of themand also the plastic spacers where the fuel rail bolts to the manifold, but even when tightened, ican see a gap at the bottom of the injectors. also i can spin them freely? Is something wrong. Im thinking the spacers dont go, but when i take them out the bolts wont tighten all the way. Is there a diff. size spacer?

Ive always been able to rotate them a little but they have never leaked on any of my cars.There is the seal at the base of the injector that tends to crack and go bad that seals the injector to the manifold.Then i wanna say theres a washer on top between the injector and rail that keeps it tight.
