Default timing off= turbo lag?

so i just finished my headgasket, and i think the valve timing may be advanced a tooth. when i get on it, the boost goes up to about 20psi, it doesnt go up very fast, and it creeps to about 24psi. i even pulled the line off the wastegate to see if it was just the boost controller, but it still did the same exact thing. car runs fine and all, but wont boost very well. it almost feels like its at part throttle.

Advancing both cams or just the intake cam will bring the turbo on faster adding to the mid range power.
Advancing just the exhaust cam will add top end.

Check for a leak at the wastegate.

ill check, now i did verify that the timing on the cams were off. i set the timing again and the boost does come on harder, but its still only hitting 20 and creeping to 24psi. ill check the wastegate and the manifold though.
