Lol, it's funny that you posted this, because my good friend had an idea just like it. He's not a ricer or baller per say, but he was looking at this as something that would probably sell to the "ballas" out there. I personally think those things are retarded, but others will think they're cool.
My friend also had the idea (this when we were back in highschool), to do rims in the chameleon paint.
The sad thing is, that idea is now getting big in japan. I don't think they paint the rim of the wheels with chameleon paint, rather they are torching it, like they do with the exhaust muffler tips, to give it that "bluish/chamelion" tint to it.

i saw that kinda thing in michigan. only the guy had it wired up from a dvd unit or tv in the car, so everyone outside the car was watching "rush hour" on his rims. +1 on gay.
and another thing, no matter how cool they are or how expensive or blingin, i swear to you, you cannot see the rims when you are INSIDE the car lol

mount some mirrors on them so you can see them from inside the car! problem solved and that makes them worth the money
