Default idling problems

Lately my car has been idling at about 2 to 2 and a half grand when I start it until it warms up, and after its warm it idles at about 1500. I have to keep it that way or else it will stall out at lights. If I set it at 1000 after about a minute it will knock itself down to about 500-600 rpm and wanna stall out. What in the hell is going on here? It is not my biss screw either. I have replaced it with new o ring and a new biss screw too. Any ideas? Help!!!

ISC = Idle Speed Control, usually called the "ISC Motor".

Here's a link on how to test it: DmTaLoN's Idle Speed Control Test/Fix Page!
