Default throttle cable and tps

ok im gonna be tearing the throttle body, tps, and all that out to try and adjust it again.

my question is, besides the plate on the back of the intake manifold, is there any other way to adjust throttle cable? my throttle body seems fine, and it opens and shuts very crisply (i just made that up i think, but it opens and shuts fine). the problem is, when i have the throttle cable on, it seems to stick open a little bit. i tried to adjust the throttle cable by the plate on the back of the manifold, but it still stays open a little bit, my afc still reads a few percentage of throttle, and the rpms stay up to like 1200-1300.

when you put the tps on the throttle body, is the little spinner gizmo in the tps(ok made that up too) supposed to move just slightly? its kinda hard to explain, but when i connect the tps to the tb, i have to move the black piece in the tps just slightly, therefore opening the tps slightly(i guess?)because otherwise it wont line up with the tb spinner gizmo part and the bolts that hold the tps to the tb. any ideas?

4:30pm and im starting new years early!

Do you have cruise control? Maybe something binding in there? Otherwise the throttle cable is just a cable from the top of the gas pedal to the throttle body.

yes exactly...i do have cruise control and i thought there might be a problem with that too. it APPEARS to be moving fine, but im not sure. i was also wondering how to adjust that. i notice the bolts going into that that hold the cables...can those be adjusted?
