There is a little switch that turns the lights on that is depressed when you step on the brake pedal. It is either broken or mis aligned with your brake pedal more than likely

A penny and some duck tape will work until you find one. But good luck, I never found one for my old eclipse. You might could score one at a junk yard for free if you get it yourself.

Nah, I gotta new eclipse now.

If you follow the brake pedal up to the bottom of the dash, you'll see a hole in the pedal, that meets up with a small button on the switch, you just want to cover that hole with a penny or something similar.

switch is similar to this, you just need to make sure that when you're not hitting the brake, the button stays pushed in on the switch.
