Default Eclipse Window Trim

Not exactly sure what this trim piece is called, but it is the black/coated metal piece above the door windows on the outside of the car. Anyway, whatever is on there is chipping and flaking off, I wanna fix it but not sure what it is, is it just black paint or some kind of like bumper coating or something?

I've been thinking of that myself, the top part is the only part of mine that looks bad. Real bad.
