Welcome to idle surge.

Is this a vr4? If so check the BISS Screw located on the throttle body, it might just need to be adjusted. Im not sure if n/t have them as well.

Other problems might be but are not limited to, the ISC as well as the ECU having leaky caps.

http://www.plymouthlaser.com/biss.htm

Theres some more info about the BISS. Also check for vacuum leaks. There are so many things that can cause Idle Surge, if you do a search on any DSM forum there will be many diagnosis's for it. Good luck in tracking down the problem.

Any leak after the MAF will cause that problem. Check all your vacuum hoses, the intake pipe, proper function of the FIAV, intake mani gasket, injector seals. Then go after the electrical- properly set your idle, test the ISC.
