Default need help with adjusting idle on mazda....

my fiancee has a 97 mazda 626 and my cousin has a 2000 mazda 626. They both have an issue where the idle is too low. I was wondering where the idle control was exactly and what tool must be used to adjust the idle. Anyone?

not sure on the 2000. The 97 is only like at 400 rpms. Its probably something else too but for now on both cars I just want to turn up the idle

there should be a screw by your throttle that you can screw it in and it will increase it, but a little goes a long way so dont over do it. Just follow the throttle cable to the motor.

If the ECU is anything like that on the Miata you need to jump off the diagnostic port. This will bypass the ECU so that you can set the idle speed properly.

I can adjust the idle down from the screw but I cant turn the idle up. It makes a higher and higher pitch whistle sound as you turn it up but the car still idles at 300-400 rpms in drive at a light

What do you mean "jump off the diagnostic port"? Do you know why I would be able to turn it down but not up? As I turn the idle down the engine idle will get real low and stall if I turn it low enough. I can turn it up and there is a whistle type sound that gets higher and the idle is turned up higher but the car idle does not actually change. Also after I turn up the idle, the cars idle while sitting still does not change however if you rev the engine, it will float for a few seconds on a higher rpm 1500-2000. but after that if you are still it will still drop to 300-400 rpms shaking the dash in the car as well as the driver with the foot on the brake. This is also an automatic if that makes a difference.
