well first do a complete tune-up(wires/plugs/oil/fuel filter) the whole nine even the coolant if you want. [[[ ALSO:buy ngk plugs and wires ]]]
then you check for probs.
TPS MAYBE OUTTA WHACK if problem maintains after tune-up
if there is still a prob after the tps which i doubt there will be then post up
hope that was helpful.

also these rotaries go thru plugs like they are goin outta style so maybe every 4-6 months they should be changed unless rode on hard then change them maybe every 2-4 months

Do what seventhgear said, new plugs and wires is always a good thing.

The TPS sensor /can/ make it rev up and down like that. (it did with my 86 GXL) it's easy to adjust and there's a few writeups on how to do it online.

If it doesnt start it might be flooded.

well we did a few tests on the car... its getting spark and its getting fuel... so we went and bought a compression tester... and its getting 80 psi on the front rotor... and the needle doesnt even budge on the back rotor... its got to be the apex seal.
