Will a tow hook look right where this cutout is? Or do I need new bumper?

Will a tow hook look right where this cutout is? Or do I need new bumper?
Bought a 00 ek coupe, came with a cutout in the bumper already I have been looking around and notice everyone mounts there tow hooks lower down in between the fog light area. Will a tow hook fill the gap that has already been cut as seen in the picture, or do I need a new bumper? I can't find any pics with a tow hook mounted anywhere near this cutout. They all are mounted lower, thanks for the help.
Before I would buy and alter a bumper and/or bumper cover....
I would mount the tow hook with the least amount of excess work.
I would mount it in a structurally safe location....in case it ever gets used.
What do you see as a mounting possibility in the location that other people are using?
What is behind it? Is there a readily available bolt hole of the proper size and thread?-Bob
