It doesn't matter if they can hear it, there just assholes i got a evo2 on my coupe and had a stock header n got pulled over for exhaust and the only time u can hear my car is when i get on it. They see some thing shiny under there u get pulled over 
and they well say its not stock so i can give you a ticket. itz funny to because i rode out header out for a week and the week i put exhaust on my car i get a ticket thats bs for your ass
