Ignition switch questions w/pic! (EF)

Default Ignition switch questions w/pic! (EF)

The car cranks on the second key position, so I guess the ignition switch is fouled up. I go to remove the ignition switch, and one of the wires is cut, and then relocated to another part of the harness. There is also a plug down there that is unplugged. The wire looks to be cut where it plugs into the fuse panel and the spliced into another wire farther down the harness past the fuse panel. Is this wiring done to be able to start the car without pushing down the clutch pedal? Why do you think someone would wire it this way. Here is a pic:

It was probably wired up for an alarm. You can purchace just the electrical portion (in most cases) of the switch which would come with those new wires which would probably fix your problem.
